In the various processes of PSDHBM development so far, many parties have wanted to have the community involved wholly and integratedly, starting with planning, through implementation down to supervision and evaluation in forest management. The extent of demand for community involvement in forest management in Sumbawa island (District of Sumbawa and Bima) may be seen in several community forestry programs currrently in the midst of field development. In several villages where there are community institutions (people’s groups), several community forestry programs have been promoted, although the existence and capacity of these groups are still at a low level, from the technical aspects as well as group management aspects.
Considering that the capacities of human resources and of institutions in Sumbawa forest management are still weak in general, then partnership in managing the forestry becomes a choice. From the year 2001, going along with the persistent demand for community-based land management and for multi-sided handling of forestry activities, various parties in Sumbawa District have taken it in hand to initiate partnership activities. This was occasioned by the problems faced by the forestry agency getting complex as regards management of the forest areas, with several cases spreading out to other aspects such as social and economic ones as well as other matters. With reference to the characteristics and nature of the forms of partnership set up in Sumbawa so far, these partnership forms bear the influence of local characteristics that have developed with the emergence of various programs conceived by the Forestry Agencies and the Community Self-Supporting Institutions/NGOs.
In the field related to the community based forest management, specific advantages that will be received by this pilot project due to previous WWF Indonesia activities and achievements in Nusa Tenggara include:
- Agreed allocation of 2,800 ha (government’s) production forest that will be managed by communities in Sumbawa and West Lombok, in line with the current WWF proposed program of community plantation forest (HTR: Hutan Tanaman Rakyat); and new Sumbawa community forestry initaitives have been approved by MoF as one of model for implementing the new iniatitives forestry program (HKm) from Forestry Departement in Bima and Sumbawa.
